The Louisiana Attorney General has issued cease-and-desist orders against sweepstakes casino operators. Statutory codification has not yet occurred, but the state’s enforcement posture is unambiguous and operators have exited.

The Michigan Gaming Control Board has enforced a functional ban on sweepstakes casinos since 2023. Michigan has a regulated online casino market through licensed operators; sweepstakes casinos do not meet the state’s licensing requirements.

Despite hosting the largest regulated casino market in the United States, Nevada does not permit unlicensed sweepstakes casino operation. Operators block Nevada IPs under the state’s pre-existing gambling control framework.

New Jersey has a fully regulated online casino market through the Division of Gaming Enforcement. Sweepstakes casinos do not operate in New Jersey, and legislative proposals to formally ban them have advanced through 2025.

Tennessee Attorney General Jonathan Skrmetti issued cease-and-desist orders to approximately 40 sweepstakes casino operators on December 29, 2025. Most operators exited Tennessee shortly after.

Florida is one of the largest US markets for sweepstakes casinos. Bills proposing to ban or restrict the model — SB 1580, HB 189, and HB 591 — all died at session end in March 2026.

Illinois permits sweepstakes casinos to operate under the federal promotional-sweepstakes framework. Major operators serve Illinois residents.

Pennsylvania has a regulated online casino market (PA iGaming) through the Pennsylvania Gaming Control Board. Sweepstakes casinos also operate in Pennsylvania under the federal promotional-sweepstakes framework.

Texas has a famously restrictive position on traditional gambling but has not enacted legislation against sweepstakes casinos. Most major operators serve Texas residents.
